The Western Community Learning Hub is a catalyst project for council to deliver the long awaited activation of Werribee City Centre with the delivery of a landmark community facility at the critical Riverbend site. The delivery of a five storey integrated Community learning centre comprising early years learning, central Library service, tertiary learning services, community centre services & customer services, is a complex service delivery model, and a first of its kind in Victoria.
The challenge of facility planning a community hub in multi-storey building lays is in the provision of connectivity and engagement between levels. A facility where every level is primarily accessed by lift, if improperly planned could feel like 5 different community centres co-located on a single site. The concept plan floor plate for the Western Community Learning Hub indicates a void through all levels above ground, which is an effective device to encourage connection and activity between levels.
The building form and expression provided will provided an appropriate scale and presence for this corner site and should be visible from western districts across the river and from the northern approach to central Werribee. This integrated community learning hub will act as a signifier to the pursuit of life long learning by the community it supports and conveys to those who visit the identity of new Werribee.
